What is a JOC coefficient?
A Job Order Contract coefficient is the multiplier your company applies to the agency's published unit price book (built on RS Means costs). A coefficient of 1.0823 means you'll perform the work at 8.23% above the RS Means bare cost. Agencies rank GCs by their Award Criteria Figure — a weighted composite of 7 different coefficients covering normal hours, prevailing wage, Davis-Bacon, and non-pre-priced work.
How is the Award Criteria Figure (ACF) calculated?
The ACF is a weighted average of your 7 adjustment factors (F1–F7). The DC ISD formula weights F3 (normal hours, prevailing wage) most heavily at 30%, F1 (normal hours, non-prevailing) at 20%, and the remaining five factors at 10% each. The lowest ACF wins.
